The purpose of this Program Instruction (PI) is to inform AAAs about the Attachment C process which must be used by AAAs who (a) will be implementing or (b) prior to the date of this Program Instruction have implemented/put in place a consumer directed in-home respite services delivery model that is funded using Title III-E. All provisions of Title III-E of the OAA funding conditions apply to consumer directed in-home respite service provided using Title III-E funds. Therefore, consumer directed in-home respite services funded under Title III-E must be used for the purpose of providing respite services to benefit the caregiver. Please be aware that the care receiver must have a Minimum Data Set (MDS) compliant assessment completed to be considered for consumer directed in-home respite services using III-E funds for all three service types (Personal Care Level I, Personal Care Level II, and In-home Contact and Support) that are currently allowed with this model.
