Overview
The purpose of the Senior Community Service Employment Program (SCSEP) State Plan is to outline a four-year strategy for the provision of employment training and other authorized activities for eligible individuals; as well as provide a description of the planning and implementation process for SCSEP services. The Plan considers the distribution of eligible individuals and employment opportunities across the state.
This plan currently covers the years 2020 - 2023.
New York State Office for Aging Plan
The goal of this Plan is to explain how New York State, through the New York State Office for the Aging (NYSOFA), will administer and supervise SCSEP through long-term coordination among the various State SCSEP grantees and subgrantees and to facilitate the efforts of key stakeholders.

17-PI-34 Senior Community Service Employment Program (SCSEP) NonDiscrimination and Equal Opportunity Provisions of the Workforce Innovation and Opportunity Act
This PI applies to all AAAs that administer SCSEP through NYSOFA funded authorized positions, whether it is done directly or through a contract. If the AAA or their contractor also administers SCSEP through National Grantee funded authorized positions, please refer to that National Grantee’s program guidance on non-discrimination and the equal opportunity provisions of WIOA for matters arising out of the National Grantee funded authorized positions.

The purpose of this program instruction is to inform all AAAs that administer the Senior Community Service Employment Program (SCSEP) of NYSOFA’s policy and procedure for durational limits for SCSEP participants in NYSOFA funded slots.

17-PI-35 Senior Community Service Employment Program (SCSEP) Complaint and Grievance Policy Procedure
The purpose of this Program Instruction is to transmit the SCSEP Complaint Resolution and Grievance Policy Procedure to all AAAs that administer SCSEP. This includes all AAAs that administer SCSEP through NYSOFA funded authorized positions, whether it is done directly or through a contract. SCSEP regulations require that all individuals who are dissatisfied with or denied services under Title V of the Older Americans Act be given the opportunity to file a complaint or grievance without fear of reprisal.
