Jefferson County Honorees

Betty Reff, a resident of Watertown for the past 45 years, is the mother of four adult children and a graduate of Jefferson County Community College with a Certificate in Office Studies. Mrs. Reff's career started at Watertown's Mercy Hospital as a Secretary and Assistant Purchasing Agent. Following Mercy, Mrs. Reff worked as the Senior Typist for the Jefferson County Office for the Aging and retired in 2012 after 19 ½ years. While employed full-time, Betty worked as a NYS Civil Service Supervisor for the Watertown area, an Election Inspector for the City of Watertown, and a NYS Notary Public.

She is a member of the Jefferson County Office for the Aging Advisory Council; President of the Brownville Glen Park Senior Citizens Busy BG's; Vice-President of the Northpole Fire Company Ladies Auxiliary; 2nd Vice President of the Jefferson County local AARP Chapter; member of the Watertown Elks Lodge #496, a Eucharist Minister and parishioner of our Lady of the Sacred Heart Church. She has been President of the Northpole Fire Company Ladies Auxiliary; Jefferson County AARP Corresponding Secretary; Secretary of the Jefferson County NY Connects Long Term Care Advisory Council; volunteer at the Watertown Urban Mission preparing Easter baskets; and a volunteer at Immaculate Heart Central High School.

Mrs. Reff has been actively volunteering in her Church and community for as long as she can remember. "Getting nothing in return, volunteering, and lending a helping hand is my way of giving back to my Church and community," she said.

Betty Reff's motto is simple: "It is so rewarding to make a difference in someone's life and turn a tear into a smile."

Holly Armstrong, a retired Jefferson County Community College Assistant Professor in the Human Services Division, is a native of Carthage, NY. Holly resides there with Bruce, her husband of 39 years, her son Jeff, daughter Caitlin, grandson Trey and dog Sadie.

She is Advisory Board President with Jefferson County Office for the Aging, Board Co-President: NCCSA Board of Directors, Board Member: T-PACC Jefferson-Lewis Counties, Coalition Member: ASAC Rapid Response Team, Member: AARP Jefferson County Chapter.

She has served on the Community Partners at the Jefferson County Library, Carthage Hospital, Town of Champion Planning Board, YWCA Personnel Committee as Chair, Plattsburg Transitional Housing Association, Plattsburg Coordinated Child Care Program, and the West Carthage Elementary School, and serve her community in a myraid of ways.

Mrs. Armstrong started her volunteer work in 1967. She has been an Advisory Council Member for Jefferson County OFA since 2006. A sense of investing and giving back to the community, of meeting and sharing ideas with others and working with agencies towards the goals of improving community services are some of what she gets from volunteering.

Challenging students in finding their strengths in the world of human services and the fulfillment of watching others work together to bring about positive changes in the community are some of her rewards.
