Managed Care Consumer Assistance Program (MCCAP)

In SFY 2014-2015, an appropriation of $1,767,000 was made available for the Managed Care Consumer Assistance Program. Similar to NYSOFA's Health Insurance Information Counseling and Assistance Program (HIICAP), the Managed Care Consumer Assistance Program was developed to work with HIICAP programs around the state to provide outreach and education to communities about the Medicare prescription drug benefits and serve low-income and other individuals with more technical and specific issues that may require legal assistance or direct advocacy with insurance plans. HIICAP and MCCAP programs work together to ensure the best outcome for older adults needing assistance. MCCAP programs include:

  Funding Level
The Medicare Rights Center $793,000
The New York StateWide Senior Action $354,000
NY Legal Assistance Group $222,000
Legal Aid Society $111,000
Empire Justice Center $155,000
Community Services Society $132,000

From April 1, 2013 to March 31, 2014, the MCCAP agencies provided assistance to 29,303 individuals and conducted 545 public and media events.
