The purpose of this Program Instruction (PI) is to provide a Template MOU that will function as guidance in addressing the minimum elements necessary to facilitate a coordinated network of service delivery according to the NY Connects State Program Standards. The Template MOU is provided to guide the negotiation of an agreement among the entities that comprise the local NY Connects system and addresses all of the required elements for such agreements. NYSOFA recommends that the AAAs, LDSSs, ILC grantees, and their contractors (subcontractors) use the Template in developing their agreements in order to establish the working interconnections among all Parties.
