The purpose of this program instruction is to inform all AAAs that administer the Senior Community Service Employment Program (SCSEP) of their responsibilities with regard to reporting allegations of fraud, program abuse or criminal conduct involving sub-recipients receiving federal funds, either directly or indirectly, from the United States Department of Labor Employment and Training Administration (USDOL/ETA).
