Housing and Care Complex
These multiple-level complexes include independent living units (apartments and/or cottages), social activities, supportive assistance, congregate meals, personal care, health-related care, and nursing home care all on one campus. The independent living units and personal care facility (if it is structured as Enriched Housing) are restricted to seniors over a specified age. However, people of all ages are eligible for the skilled nursing facility, as well as for the personal care facility if it is structured as an Adult Home. The independent living units may be structured as a cooperative, condominium, conventional rental arrangement, or long-term lease arrangement. While the entire complex is generally operated under one sponsoring organization, the overall complex is not approved, overseen, and regulated by the State Health Department as a single entity as a CCRC is. Instead, each level of personal care, health care, and nursing care is individually regulated by the New York State Health Department. A resident is covered by a separate residency agreement or contract for each level of housing, personal/health care, and nursing-home care, with each residency agreement or contract specifying the entrance fee or purchase price, the monthly charges, and the services and care to be provided. Residents typically have priority access to the various levels of care as they are needed, but such access is not contractually guaranteed as it is under a CCRC contract.
